Does the pull up or pull down resistors for IC pins have a standard value
Depends on the I.C. For a TTL Logic Chip of the 74 series, I’d use a 1K0 resistor for pull up OR pull down.
For a CMOS chip, a 100K for a pull-up or a 47K for a pull-down.
Pull down? - If required (TTL) then just ground it. To pull up TTL anything between 1k & 22K - use a lower end value if tying multiple inputs, or if you have a spare NOT ground the input and use the output to tie up.
