Is it possible to use SCADA or PLC softwares with simulation without connecting to any PLC or hardware

I like to know that if it is possible to use SCADA and PLC softwares with simulation only without any connection of PLC or hardware. Is there any software to do that and not limited in time? So that there is a problem that some SCADA softwares are limited for 2 hours for example.

For SCADA you can use the ignition maker edition which is free for non-commercial use (limit 10k tags), it also offers a simulation driver.

For PLC, better to use soft PLC software like codesys, for SCADA most of the demo version is limited with a time
