If the question means should the two earthing systems (arrestor earthing and LV earthing) be connected together then NO.
Both are the same thing. but not connected together because the lightning voltage discharge is not measurable it will be higher than the domestic earthing discharge. the lightning discharge can damage your appliances if you connect them together.
