This could occur mostly in hoist drives and it’s normal, It is designed to develop a starting torque against free fall of the load when the brake is released & speed is 0. Provide breaking resistor & Set de-acceleration minimum time like 0.2 sec, not 0.0
Just check and adjust brake timing, I suggest delaying the brake release time
